1. Service Description
OilCert, part of Utilities Combined Group, provides OFTEC oil boiler servicing, oil tank inspections and oil heating safety certificates (CD/10) for residential and commercial properties across Hertfordshire and surrounding areas. All work is carried out by OFTEC registered engineers in accordance with OFTEC TI/133, OFTEC TI/134, BS 5410 and Building Regulations Part J.
2. Booking and Cancellation
By booking a service or inspection through our website, phone, email or WhatsApp, you agree to these terms of service.
You may cancel or reschedule free of charge with at least 24 hours notice. Cancellations made with less than 24 hours notice may be subject to a cancellation fee.
3. Access Requirements
You must provide our engineers with safe and unobstructed access to the oil heating installation, including the boiler, the flue, the oil tank, the oil supply pipework and any service valves. You must also confirm that the oil tank has sufficient fuel to fire the appliance for the duration of the service.
If adequate access cannot be provided, the service may be incomplete and this will be noted on the report. We may need to rearrange the visit at an additional cost if access is not available on the day.
4. Power, Heating & Hot Water Interruptions
During servicing, the boiler will be isolated and shut down for the duration of the visit. This means heating and hot water will be unavailable while the engineer is on site (typically 60–90 minutes for a domestic boiler, longer for AGA/Rayburn ranges). Please plan accordingly.
5. Certificate Delivery
Your CD/10 commissioning & servicing certificate (and any tank condition report) will be delivered within 24 hours of the visit being completed. Certificates are sent electronically via email.
6. Pricing
The price of your service or inspection will be quoted before the visit takes place. There are no hidden fees. Payment is due upon completion unless otherwise agreed in writing. We accept bank transfer, card payments and other methods as specified at the time of booking.
7. Liability and Insurance
All our engineers are covered by professional indemnity insurance and public liability insurance. Details of our insurance cover are available upon request.
A CD/10 records the condition of the appliance, flue and tank at the time of the visit, based on the inspection and tests carried out. It does not guarantee the absence of all faults and is not a warranty of the installation. Our liability is limited to the cost of the service provided.
8. Remedial Work
If faults are identified during a service or inspection, we may recommend remedial work — for example, replacing a corroded oil supply union, fitting a fire-rated valve, replacing a single-skin tank or rectifying a flue. You are under no obligation to use our services for any remedial work, though we can provide a quotation if requested.

We aim to acknowledge all complaints within 2 working days and to resolve them within 14 working days.
10. Governing Law
These terms of service are governed by the laws of England and Wales. Any disputes arising from or in connection with these terms shall be subject to the exclusive jurisdiction of the courts of England and Wales.
